This is white emulsion paint that has hardened inside the can, and the brown mottling comes from rust corrosion on the inside of the container. It has probably been left unused for ten years and was discovered during a storage cabinet cleanup.
The only difference is the order of solidification, so it requires extra assistance. However, like other flowing paints, it can ultimately adhere to a surface. Named with a plain statement, there is no need to add suffering to it.
